Every account must have a unique email address associated in order to complete sign-up. Not one email address can be used for two accounts.
If you are having trouble verifying your email you may be affected by one of the following reasons:

Previous sign up or account deletion

Accidental typo on the original email, leading to the creation of a duplicate which is then suspended per our TOS

Someone else using the email address in question
